MHSA (Proposition 63) was passed by California voters in November 2004 and enacted into law January 1, 2005. MHSA places a 1% tax on personal income in excess of $1,000,000. Funds are distributed to counties through the State and intended to transform the public mental health system into one that is consumer and family driven, with recovery oriented, accessible, culturally competent and appropriate services.
