Mr. Payne is an experienced professional with over 29 years of experience in both private and public sectors. He recently completed 10 years of service with the City of Folsom as Utilities Director and an expanded role in the City Manager's Office regarding legislative and regional matters. Previously, Mr. Payne provided organizational and infrastructure consulting to public agencies throughout the western United States. His experience includes leadership in budgetary development and administration; infrastructure planning; design, operations and construction standards for projects and program implementation; personnel management; labor; and general government administration. Mr. Payne holds a Bachelor's degree in civil engineering from the University of the Pacific, Stockton, and is a registered civil engineer in California and Guam.
In addition to day-to-day operational, and project/program management, Mr. Payne has successfully worked with local and regulatory agencies for "non-litigated" compliance; streamlining operational and maintenance activities; securing federal/state funding and strategy development for regulatory/legislative matters that impact local governments, and has developed customer friendly public & community outreach and messaging.
Tami Scowcroft is responsible for all things financial at the El Dorado County Water Agency and the El Dorado Water & Power Authority.
She prepares the annual budget, giving a clear picture of the financial strength of the agency and facilitating budget decisions by the Board of Directors. Each month she prepares a financial report for the both Agencies.
She writes checks, makes bank deposits, performs bank account reconciliations, processes invoices for payment by the El Dorado County Auditor’s Office, and assists in the annual audit. She also prepares and administers contracts. Past duties at the agency include Technician and Clerk of the Board. Tami is a graduate of California State University, Chico, where she earned a Bachelor of Arts degree in Journalism.Prior to joining the El Dorado County Water Agency in 2004, Tami became accomplished in the areas of sales, marketing and customer service.
She is happily married to a wonderful husband and the mother of two amazing young boys.
Julianne van Leeuwen knows how government operates. Her extensive experience began with the City of Sacramento, where she worked under Mayor Anne Rudin and served as assistant to Councilmembers Lynn Robie and Terry Kastanis.In El Dorado County, she helped District 3 residents resolve issues with county, state and federal governments. She served as board assistant to Supervisors J. Mark Nielsen, Carl Borelli and James R. “Jack” Sweeney, for a total of 14 years. During her time with the Board of Supervisors, Julianne served as board representative to the Cemetery Advisory Committee and the Mobile Home Task Force. She was also an advisor to the El Dorado County Youth Commission. She held the position of Public Information Officer for the El Dorado Builders Exchange, where her knowledge of the county’s economy, educational opportunities, land use plans and regulations were instrumental in raising awareness of the members’ contributions to El Dorado County. Julianne joined the El Dorado County Water Agency in 2009. As Board Clerk, Julianne is responsible for developing and posting public meeting agendas and minutes in compliance with the Ralph M. Brown Act. She makes certain that the information the board considers is immediately available and easily accessible to all members of the public. With a lifelong interest in floral design and event planning, Julianne currently volunteers as floral designer and event consultant for the Presidio Performing Arts Foundation, a nonprofit public benefit corporation located in The Presidio of San Francisco. Julianne holds a Bachelor of Arts degree from the University of the Pacific. She and her husband, Eric, have three adult children and three grandchildren.
