Underground Storage Tanks (UST) Guidelines
for Installation, Modification, and/or Repair
The plan review of new installations, upgrades, modifications, or repairs shall include, but is not limited to the following items:
A. STATE AND LOCAL AGENCY REQUIREMENTS
- All requirements specified in Title 23, Division 3, Chapter 16 of the California Code of Regulations and Chapter 6.7 of the California Health & Safety Code must be met. Please reference specific local requirements listed in El Dorado County Code, Chapter 8.40 and Attachments A - D.
- Submit a complete application to install, upgrade, modify or repair a UST system along with the applicable fee. See the El Dorado County Fee Schedule for details. A valid permit must be obtained from this agency, prior to commencing any site work.
- Demonstrate approval has been obtained from the following agencies, as applicable:
- Local Building Department
- Local Fire Department or District
- El Dorado County Air Pollution Control District
- Tahoe Regional Planning Agency
- Regional Water Quality Control District (Central Valley or Lahontan)
B. GENERAL PLAN INFORMATION
- Submit two complete sets of plans with all required information.
- Provide a plot plan showing proposed location of UST system equipment.
- Indicate the location of all underground utilities or that the site shall have all utility locations identified, prior to any work on site.
- Indicate all UST system equipment shall be installed and tested per manufacturer specifications.
C. TANK INFORMATION
- Provide name of the tank manufacturer and a cut sheet with all tank specifications listed.
- Indicate the capacity of the tank(s).
- Indicate that a Bill of Lading shall be provided on the date of tank delivery and installation.
- Indicate what tests (as applicable) shall be completed prior to placing the UST system into operation. (Holiday or Pneumatic or Vacuum)
- Indicate the location of required strike plates or protective devices to be installed under all accessible primary containment openings.
- Indicate the name(s) of the manufacturer(s) for the overfill protection devices to be installed, include the level at which the fill valve and the ball float valve shall be set for activation upon overfill (90-95%).
- Indicate the type of backfill material to be used.
- Describe the corrosion protection method, as applicable, for the UST system.
D. PIPING INFORMATION
- Provide the name of the piping manufacturer and the model number; include a cut sheet with all the specifications listed.
- Indicate the type of piping system - remote fill, gravity, pressure or suction.
- Provide the name of the manufacturer for the overspill container and the model number; include
cut sheet with all the specifications listed.
- Provide the name of the dispenser pan manufacturer and the model number; include a cut sheet with all the specifications listed.
- Provide the name of the manufacturer and model number for the sumps to be attached to the tank collars; include a cut sheet with all the specifications listed.
- Provide a detailed diagram of all piping - product line(s), vent line(s), turbine/fill/ATG sump(s) and dispenser pan(s).
E. LEAK DETECTION/CONTINUOUS MONITORING SYSTEM
- Provide the name of the manufacturer and the model number for the continuous monitoring system; include a cut sheet with all specifications listed.
- Provide the model number of each sensor to be used with the monitoring console.
- List all the functions the continuous monitoring system shall be programmed to perform:
Monitoring of the annular space.
Monitoring of the turbine/fill/ATG sump(s).
Monitoring of the fuel level - Automatic Tank Gauge (ATG)
Electronic Overfill Alarm (with exterior audible/visual alarm for delivery driver).
Monitoring of the dispenser containment pan(s) - electronic or mechanical.
Specify which sump sensors shall be programmed for positive shut down of the turbine upon detection of liquid (i.e. turbine, fill, ATG sump(s) and/or annular space sensors).
Indicate the type of automatic line leak detector (electronic or mechanical) to be installed in-line for the pressurized piping system(s); include the manufacturer and model number.
F. ADDITIONAL INFORMATION
Indicate that the following requirements are understood and shall be met, prior to the operation of the UST system(s):
- All site inspections shall be scheduled a minimum of three working days in advance of requested date.
- UST systems shall be inspected by the El Dorado County Environmental Management Department as follows:
a. Tank Install
b. Primary Piping - Pneumatic Test for 30 Minutes
c. Secondary Piping - Pneumatic Test for 30 Minutes & Hydrostatic Tightness Test for Sumps & Dispenser Pans
d. Approval to Backfill & Concrete
e. UST System Test - Tank, Piping, Continuous Monitoring System, and Leak Detector
f. Final Inspection
- All required documentation shall be submitted at the final inspection to receive approval to operate the UST system(s):
a. State Form A, B, and C
b. Unauthorized Release Response Plan
c. Monitoring & UST System Plot Plan
d. Certificate of Financial Responsibility
e. Payment of all applicable UST annual operating fees within 30 days of the final inspection.
