El Dorado County Department of Veteran Services stands ready to serve the over 17,000 local Veterans, their dependents and survivors, plus other Veterans needing our help.
Our fully accredited staff of Veteran Service Representatives provides the guidance and advice to help Veterans become aware and claim the many benefits they earned and are entitled to, while in military service to our country. Entitlements include counseling, education and medical benefits, Cal-Vet home loans programs, disability pensions, and military funeral service and burial benefits. Many veterans are not aware that they have these benefits and our staff does the work of helping them file the claim. The outreach program includes being the central advocacy source connecting all the military programs and organizations in the county.
A native of California, Richard Todd is the Program Manager and the Acting Veteran Service Officer for Veteran Services in El Dorado County. Richard has been with El Dorado County for over 16 years and was formerly the EMS Administrator. As a veteran, Richard was a Headquarters Staff Officer, Rescue and Survival Systems Manager and Aviation Survivalman for the United States Coast Guard. Rich brings to us 21 years of Aviation and Surface Rescue experience.
Jon Brown was born and raised in Northern California. Jon served in the US Army as an Airborne Scout from 1992-1999, spending 4 years in the 82nd Airborne Division in Ft Bragg, NC. The remainder of his service was spent in the 1st/509th Airborne Infantry Division at Ft. Polk, LA. Jon joined El Dorado County Veteran Services in 2013 as a Work Study intern while he attended college. His enjoyment in helping Veterans in our community led him to continue his education and is now the Senior Veteran Services Representative for the Veteran Services Office. Jon and his family make El Dorado County their home.
Born in California and raised in El Dorado County, Joshua graduated from Ponderosas High School in 2003. He enlisted into the US Army as a Cavalry Scout in 2005. After Basic training and AIT, he was stationed at Ft. Stewart, GA, where he fell under command of Apache Troop, 5/7 CAV, 1st BCT, 3rd Infantry Division. He deployed to Iraq for Operation Iraqi Freedom V and VI for almost a year and a half under RCT 6 and the 1st and 2nd Marine Expeditionary Forces. He has over 600 combat patrols in Area of Operations covering Ramadi, Fallujah, Saqlawiyah (Al Anbar Province) and South East of Baghdad. Making it through numerous IEDs during the deployment, he was honorably discharged from the Army and returned to El Dorado County to start a new life. He has volunteered for numerous nonprofits, such as Sierra College Veteran Center, PTSD Foundation of America, Camp Hope in Houston, TX, and other nonprofits assisting veterans with combat trauma.
Julie Limbaugh has been a Veterans Service Representative with El Dorado County since 2018. Prior to moving to El Dorado County, Julie spent 12 years as a Multi-Program Eligibility Specialist with San Joaquin County. Julie also brings 10 years of service as an EMT, having trained and practiced paramedicine in a Stockton-area emergency department and also served as a member of SJEMSA.
