Medical Health Operational Area Coordinator Program
To
manage the complex needs and requirements of an emergency response effort, the
El Dorado County (EDC) Health and Human Services Agency’s (HHSA) Emergency
Medical Services Agency (EMS) and Public Health Preparedness and Response
(PHPR) oversee the EDC Medical Health Operational Area Coordination (MHOAC)
Program.
The
EDC MHOAC Program maintains a 24/7/365 capability to:
- Initiate emergency notifications;
- Coordinate requests for medical health assistance and/or resources; and
- Obtain and distribute information to enhance situational awareness.
EMS
and PHPR staff the EDC MHOAC Program through a MHOAC Duty Officer. During
emergencies, serious accidents, or impending or actual events, the MHOAC Duty
Officer provides:
- A single entry point for local, operational area, regional and state
agencies
- Serves as the liaison between HHSA, the Emergency Operations Center (EOC)
and healthcare facilities.
- Implements medical and health response plans
- Collects and disseminates information to essential stakeholders and
response partners, and
- Achieves objectives in support of the Department and Emergency
Operations Centers’ missions
The EDC
MHOAC Program will apply the principles and concepts of the Incident Command
System (ICS), Standardized Emergency Management System (SEMS), and the National
Incident Management System (NIMS). MHOAC activities will also be conducted in
accordance with the California Public Health and Medical Emergency Operations
Manual (EOM).
