The El Dorado County Health and Human Services Agency, Mental Health Division (County) will be hosting community meetings to solicit public input on the County’s Mental Health Services Act (MHSA) programs for the Fiscal Year 2013/14 MHSA Plan. 

California voters passed MHSA (Proposition 63), in November of 2004, and MHSA was enacted into law January 1, 2005.  MHSA imposes a one percent (1%) tax on personal income in excess of $1,000,000.  These funds are distributed to counties through the State and are intended to transform the mental health system into one that is consumer and family driven; recovery oriented; has services that are accessible; is culturally competent; and offers services appropriate for the population that is served. 

To develop and implement MHSA components, the County holds community planning meetings to gather information.  The meetings include a review and discussion of the following topics and MHSA Components:

  • The Mental Health Services Act – Legislation, Funding, Annual Plans
  • Community Services and Supports (CSS) (including Housing)
  • Prevention and Early Intervention (PEI)
  • Innovation (INN)
  • Workforce Education and Training (WET)
  • Capital Facilities and Technology Needs (CFTN)

Mental health clients/consumers, family members, providers and individuals interested in participating in discussion regarding the future of community mental health are encouraged to attend.  Public participation is a key element of the development of the MHSA Plan according to Ren Scammon, Program Manager for MHSA.  “The MHSA Plan is developed based upon input received from a wide cross-section of the community, including consumers, their families, veterans, law enforcement, and service providers, regarding the mental health needs of our community that could be addressed with the MHSA funds.”

Each meeting will begin with an overview of the topic from County staff and conclude with an opportunity for attendees to provide input about community mental health needs.  Interested individuals may elect to attend only those topics of interest at a single location.
