Proposition 63 (known as the
Mental Health Services Act or MHSA) was passed by California voters in November 2004. The law provided the first opportunity in many years for the
State of California to increase funding, personnel and other resources to support county mental health programs and monitor progress toward statewide goals for children, transition age youth, adults, older adults and families.

FY 2017-18 through FY 2019-20
The Board of Supervisors adopted the FY 2017-18 through FY 2019-20 Mental Health Services Act (MHSA) Three-Year Program and Expenditure Plan on June 20, 2017. The new MHSA Plan became effective July 1, 2017.
