Proposition 63 (known as the
Mental Health Services Act or MHSA) was passed by California voters in November 2004. The law provided the first opportunity in many years for the
State of California to increase funding, personnel and other resources to support county mental health programs and monitor progress toward statewide goals for children, transition age youth, adults, older adults and families.

The Behavioral Health Division is seeking comments on the Draft FY 2018-19 MHSA Annual Update.
The draft Update provides information on current and new MHSA programs and budgets for three fiscal years (FY 2017-18, 2018-19 and 2019-20). MHSA components in the Update include: Prevention and Early Intervention; Community Services and Supports; Workforce Education and Training; Innovation; and Capital Facilities and Technology Needs.
Public comment regarding the draft Annual Update may be submitted in writing through June 3, 2018 at 5:00 p.m., via email to MHSA@edcgov.us or via postal mail to: Health and Human Services Agency, Behavioral Health Division, MHSA Project Team, 768 Pleasant Valley Road, Suite 201, Diamond Springs, CA 95619. A public hearing will be hosted by the El Dorado County Mental Health Commission after the close of the 30-day comment period. This meeting will be noticed on the Mental Health Commissions calendar and on the MHSA website.
The Health and Human Services Agency will document and consider all substantive feedback received during the 30-day comment period and at the public hearing before sumitting the final FY 2018-19 Annual Update to the Board of Supervsiors for approval.
