Elder and Dependent Adult Protection Ordinance

El Dorado County believes that elders and dependent adults deserve special protection. In order to provide that additional protection, El Dorado County adopted the Elder and Dependent Adult Protection Ordinance. This ordinance requires those who provide compensated care to elders or dependent adults to register on the California Department of Social Services (CDSS) website (link below).

Effective January 1, 2016, all Independent Home Care Aides who provide care in El Dorado County must be registered on the State website.

WHO is an Independent Home Care Aide?  A Home Care Aide is a person who provides compensated services and assistance to another person who is unable to complete tasks for themselves. These services include, but are not limited to, assistance with the following: bathing, dressing, feeding, exercising, personal hygiene and grooming, transferring/ambulation, positioning, toileting and incontinence care, making telephone calls, assistance with medication that the client self-administers, meal planning and preparation, transportation, housekeeping/laundry, companionship, shopping for personal care items or groceries.

WHY is this happening? By creating a Registry, care receivers can confirm the Home Care Aide they are interested in has cleared a criminal record background check and has been approved as a registered caregiver. An individual can search the status of a registered Home Care Aide using the website.

HOW to apply? To register or search for a registered Home Care Aide, go to the Department of Social Services website at https://secure.dss.ca.gov/ccld/hcsregistry/About.aspx
