Cash Assistance Program for Immigrants (CAPI)

CAPI is a 100 percent state-funded program, which provides monthly cash benefits to aged, blind, and disabled non-citizens who are ineligible for the Social Security Income/State Supplementary Payment (SSI/SSP) program solely due to their immigration status. The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (Public Law 104-193) eliminated SSI/SSP eligibility for most non-citizens. CAPI replaces the SSI/SSP income for this population.

Unlike many other California benefit programs, the CAPI application is not currently available on BenefitsCal. Therefore, you can apply directly through El Dorado County either in person, by telephone, email, or mail. You can also visit the CDSS CAPI website for additional information.

 

How Do I Apply for CAPI? 

To apply directly with El Dorado County you can complete the application found at this link SOC 814 (ca.gov) and deliver it to our office in person, by mail, or fax.
