Special Circumstances

Effective March 13, 2002, the County of El Dorado must temporarily suspend the Special Circumstances program. Applications are no longer accepted due to exhaustion of funds.

Funding to counties for this program is limited to an annual allocation. When funds are exhausted in a given fiscal year, the program is suspended until the County receives the next fiscal year allocation. Applicants may apply for Special Circumstances after July 1, 2002, if the need still exists.

Welfare and Institutions Code 12550 established this program to provide benefits to SSI/SSP and In-Home Supportive Services (IHSS) recipients for certain non-recurring special needs.

This is a state-supervised program, but administered by the County of El Dorado Department of Community Services, Adult Protective Services, to provide vendor payment and cash benefits to assist eligible recipients who have sustained losses due to a catastrophe or to maintain safe and healthful housing.

The non-recurring special needs may include, but are not limited to:

  • House repairs necessary to prevent unsafe or unhealthful housing; or
  • Repair or replacement of essential appliances; or
  • Replacement of clothing and essential furniture lost through catastrophe; or
  • Certain moving expenses made necessary due to eviction (if not the fault of the recipient) or due to unsafe/unhealthful housing.
