VHR Enforcement
  • Code Enforcement Div: Our CE Div. has the authority to enforce the VHR Ordinance, currently Ord. 5135 Chapter 5.56. We are reactive, vs. proactive; we respond to complaints that are directed to our unit. The complaints can come from concerned citizens, from other departments &/or agencies, or from the Sheriff's personnel, when they respond to complaints they receive.

  • Sheriff's Office: The Sheriff's Deputies respond to complaints that are called into their central Dispatch. When they respond, they can give a verbal warning when appropriate, or issue a citation to the renter when a violation is observed. The Deputy will attempt to call the Local Contact from the posted interior or exterior signs, and they will communicate if they need a response from the Local Contact or not. In all cases, a report will be generated and forwarded to Code Enforcement, usually within 3-10 days.

  • Violations: When violations have been verified, a Notice Of Violation (NOV) is generated; it can be directed to the renter, if the verified violations occurred from the renter's actions, or they can be directed to the owner, if the verified violations occurred from the owner's or owner's agents actions or inactions.

  • Renter Violations: The top violations from renter's actions are (in order): Hot tub use between the quiet hours of 10:00 PM and 8:00 AM, usually when the renters are being loud; loud &/or disturbing noise during the hours of 10:00 PM and 8:00 AM; having guests that exceed that which is allowed by the VHR permit, between the hours of 10:00 PM and 8:00 AM. It is also a violation if the noise generated by the renters is "offensive, excessive, unnecessary, or unusually loud or raucous noise that occurs any time day or night.

  • Owner Violations: The top violations from owners or their agents actions or inactions are (in order): Unpermitted VHR properties, whether there has not been a previous permit or if the renewal of the VHR permit has lapsed with no action from the owner or owner's agent to pursue the renewal in a timely manner; not having the interior or exterior sign(s) meet the ordinance requirements; a Local Contact that does not respond within the required 30 minute time frame when assistance or response is requested, either by a citizen or by the Sheriff Deputy.
