The El Dorado County Community Development Agency is processing a major update of the
County’s Western Slope Capital Improvement Program (CIP) and Traffic Impact Mitigation
(TIM) Fee Program. As the Lead Agency overseeing this project’s environmental review, El
Dorado County has initiated the preparation of a Programmatic Environmental Impact Report
(EIR) to determine the nature and extent of the project’s potential impact on the surrounding
environment. A Draft EIR (DEIR) will be available for public comment for a 45-day review period
beginning Thursday, May 19, 2016 and ending at 5:00 p.m. on Tuesday, July 5, 2016.
The 20-Year CIP is the planning, prioritization, scheduling and construction mechanism for
roadway, bridge, bike and pedestrian projects, whereas the TIM Fee program is one of the funding
mechanisms for getting needed CIP projects built within the County. The TIM Fee Program is
used to fund transportation improvements, including roadway widening, new roadways, roadway
intersection improvements, and transit, to accommodate travel demand from future land use
growth during the next 20 years, through 2035. The transportation projects proposed to be
included on the CIP list would occur in the western, developed area of El Dorado County (west of
Echo Summit).
