bullet Request for Proposals (RFP) - Motor Vehicle Emissions Reduction Projects
The El Dorado County Air Quality Management District (AQMD) is requesting proposals for mobile source emissions reduction projects to be funded by grants from FY 2010-2011 AB2766 DMV surcharge fees. The projects must be designed to reduce nitrogen oxide (NOx), Volatile Organic Compounds (VOC) and particulate matter (PM) emissions, or consist of related planning, monitoring, public education or technical studies that satisfy requirements of Clean Air Act of 1988. Eligible projects will be evaluated on merit and the AQMD Board of Directors must approve funding. Approximately $430,000 is available to fund the selected projects. The deadline for submittal of proposals is 5 PM, March 29, 2010.

INCENTIVE WOOD STOVE REPLACEMENT PROGRAM
Chimney Smoke Reduction Incentive Program (Chimney Smoke RIP)

  • On July 17, 2007, the Board of Directors approved $55,000 to fund a woodstove/fireplace replacement incentive program (Chimney Smoke RIP), to encourage homeowners to permanently remove or replace older wood stoves or fireplaces with cleaner burning devices to improve winter air quality through reduction of particulate matter (PM) emissions caused by inefficient residential wood combustion.
  • Chimney Smoke RIP is a tiered program designed to increase monetary incentives ($200 to $450) as the potential for wood smoke reduction increases. The tiers are based on climate zone (higher incentive for cooler climate) and type of replacement (higher incentive for cleaner heating equipment). Climate zones for your property can be looked up on the El Dorado County web site or the California Energy Commission web site.
  • Funding will be available on a first come, first served basis, until the funds are depleted.
  • Qualifying process for the program is simple:
    • Funding is intended only for primary residences in El Dorado County.
    • Home must be more than one year old (new home construction are not eligible)
    • Woodstove/fireplace removed must be a non-EPA certified unit.
    • Following information must be provided with the completed Application:
      • 1. Building Permit documenting the woodstove chang out/removal
      • 2. Final Inspection sign off by the Building Department
      • 3. Documentation of the removed device final deactivation (photo or receipt)
  • Reimbursement checks will be issued directly to the approved Applicants, until funding is depleted.

OTHER GRANTS

bullet Financial Assistance For Mandated Upgrades To Gas Dispensing Facilities
New funding (AB 96) is available for EVR Phase II upgrades through the State Water Resources Control Board RUST Program.  There have been some changes to the requirements for both the new funding and the regular yearly allocation.  If a station does not qualify for the AB 96 funding, it may still qualify for the regular yearly funding.

bullet Heavy-Duty Low Emission Vehicle Incentive Programs
El Dorado County residents and businesses are encouraged to submit proposals for Carl Moyer or Sacramento Emergency Clean Air & Transportation (SECAT) Programs qualified projects (reduction of air pollution from heavy-duty diesel vehicles) to Sacramento Metropolitan Air Quality Management District (SMAQMD). SMAQMD manages grants from these two programs for several air districts, including El Dorado County AQMD, which are located within Sacramento Federal Ozone Non-Attainment Area (SFNA).
