Meaningful Use Stage 1 Requirements - (Info posted October 25, 2012)
Electronic Laboratory Data Submission:
At this time El Dorado County does not have the capacity to receive electronic submission of laboratory data. In order to meet this requirement, go to the California Reportable Disease Information Exchange (CalREDIE) website for guidance on how to submit a test message. CalREDIE is able to receive electronic transmissions of laboratory data for most of the Title 17 reportable disease list data. Upon submission of a test message, you will receive an electronic acknowledgement from CalREDIE. Please note that eligible professionals ( Eps) cannot choose the Electronic Laboratory Reporting requirement to fulfill Meaningful Use.
Immunization Data Submission:
At this time El Dorado County is not capable of receiving electronic immunization data, In order to meet this requirement, go to the California Immunization Registry (CAIR) website to identify which region you are in. After determining your region, you will need to go to the Data Exchange Tech Support page to get the name of the regional Data Exchange representative you should contact in order to submit your test data. Currently, all regions are able to receive immunization test data. Upon submission of a test message, you will receive a confirmation notice of a successful test message from CAIR. If the CAIR registry is unable to process the test message due to lack of staff capacity, you will be provided with an exclusion notice.
Syndromic Surveillance Submission:

Stage 2 Final Rules Released - (Info posted September 20, 2013)
The Centers for Medicare and Medicaid Services (CMS) and the Office of National Coordinator for Health Information Technology (ONC) have released Stage 2 Final Rules for meaningful use.
A synopsis of some changes in the Stage 2 Finals Rules, which will impact local health departments, include:
- Electronic reporting of immunizations, lab results and syndromic surveillance will be core objectives instead of menu objectives for EHs and CAHs. Electronic reporting of immunizations will be a core objective instead of a menu objective for EPs. This means that data must be reported or exclusion notices must be sent by the registry or the public health agency if they are not able to receive the data.
- Cancer reporting to a state cancer registry will be a menu objective for EPs. The California Cancer Registry systems will be capable of uploading and processing all meaningful use Stage 2 document types related to cancer reporting by January 1, 2014. This upgrade will meet or exceed the meaningful use Stage 2 reporting requirements.
- Reporting to a specialized registry (other than a cancer registry) will also be a menu objective for EPs. Clarification as to how this objective applies in the context of public health reporting in California will be forthcoming.
