The Care Provider Registry is operated by the IHSS Public Authority and works as a referral service. Referral lists of screened home care providers are available to IHSS recipients who want to hire someone for care services. The Registry referral list is generated through a computerized program that matches Registry care providers with recipients using information such as location, hours, types of authorized services and language. The Registry referral lists are available free of charge.

When an IHSS recipient calls the Registry looking for a care provider, this is the process that occurs:
The recipient is asked a series of questions to determine his/her needs and preferences for a home care provider.
This information is then matched with the information from the Registry care provider's applications. A computerized search will create a list of Registry care providers and their telephone numbers, which will then be mailed to the recipient.
The recipient, after receiving the list, is responsible for selecting a Registry care provider. This selection process may include a phone interview, personal interview, additional reference checks, etc.
The recipient is responsible for hiring a worker and directing the care in the home.
Care Provider Services
The IHSS Public Authority Registry assists care providers in obtaining work. The Registry is a referral service and does not hire or recommend care providers. It creates a listing of eligible and qualified care providers who closely match the needs of the recipient based on the information given to the Registry staff by both the care provider and the recipient. The recipient does the interviewing and hiring of the care provider. Applicants for the Registry must attend an introductory seminar and pass both reference and Department of Justice background checks.
Below are a few points to remember regarding the IHSS Public Authority Care Provider Registry:
- This is a referral service only, we do not recommend care providers nor do we give out any additional information such as address, social security number, date of birth, ethnicity or gender.
- We do not guarantee work. It is the IHSS recipients responsibility to hire, supervise, direct the work and if necessary, terminate the provider.
- It is the care recipients' responsibility to confirm authorized hours, authorized tasks and if necessary pay any required share of cost (SOC) to the Care Provider.

Applicants must successfully pass a criminal background and court record checks. Employment and personal references checks are also required. The applicant will be responsible for payment of Live Scan fees for his/her own Department of Justice (DOJ) background check.
