Authority to Construct Permits

The AQMD issues Authority to Construct permits for El Dorado County.  Authority to Construct Permits address stationary sources and are required for all commercial and industrial projects that may cause, eliminate, reduce, or control the issuance of air contaminants. An Authority to Construct permit is required before construction but is also required if an existing source is modified. Submitting an application does not guarantee approval. Permit issuance may take a few months so it is advisable to contact AQMD early in the project planning phase. Authority to Construct permits are good for one year and are renewable one time for one additional year.

Filing Fee: A fee charged by the District for administrative costs associated with the submission of an Authority to Construct application.

$87 per application

Base Processing Fee: * The minimum fee charged for engineering time spent by the District to process and evaluate each authority to construct or permit to operate application. This fee shall be the equivalent of two hours of time at the district’s hourly rate. The engineering fee is $121 per hour, after the 2 hour minimum.
$329 per application  
Permit to Operate Fee: A charge levied by the District for each permit to operate issued by the District. The fee shall be the total of the appropriate schedule fee (as listed on next page) and the calculated fee for the total tons of each pollutant multiplied by the fee per ton for that pollutant, as indicated by the following table. The total tons of each pollutant shall be the annual permitted emissions rounded up to the next whole ton.
